There are Merchant Shipping Points (MSP) that are dedicated to internal shipping that increase both City and Intercity incomes. (and International per 2.5.2)
These are cavalry units converted to caravans. How much cargo can a cavalry unit carry? Transport have 3 cargo and Warships have 2 cargo.
If I have 2 cities with each 1GP income, I have 2 total GP before tax affect for City Income and 1 GP total for Intercity Income. A road connecting both cities would double only Intercity Income.
The MSP dedicated to internal shipping maxes out at double the GP income times 10. In the example of above, the max MSP would be 20MSP (if cavalry only have 1 cargo, then 20 cavalry would need to be converted if no ports involved. If only ports involved then 10 warships or 7 transports would be needed.)
Is this correct understanding?
With a road, could you also increase your MSP to double the combined City GP and MSP? |

Light cavalry units have a capacity of 2, heavy 3.

You can also mix units (and see the above for cargo capacity of cavalry). Also don't forget that city trade fleets have 3 effects - increase city income, increase intercity (trade) income and increase your ITV (international trade value), see 2.5.2. MSP dedicated to internal shipping never maxes out.

Do Scout Cavalry have a capacity, i.e. can they be used in this manner?

Yes, scout units have a capacity of 2.
My apologies, but this rule was changed shortly after I said this. Scouts cannot be used in caravans or MSP for internal trade.
