What are all the ways to increase the HBZ in a game?

I know as per rule 2.2.2 that the BL increases the HBZ by one point per BL level. Is there any other way?

You can temporarily increase your HBZ by having your King rule (which temporarily adds to your BL. It will not get you extra leaders though).
