I am toying with the idea of city PWB also increasing NFP for every 30 PWB points. Let me know your thoughts on this.

Correct me if I'm mistaken, but NFP is -the- limiter in games like this no?
I mean, you can have tons of gold, but what really keeps nation for blowing up is limiting the amount of NFP produced right?
Though, this expense would require 300 gold to do, which -is- alot.

I agree with exlibrismortis that if NFP is (eventually) going to be the constraint, it doesn't seem like a good policy to allow players to purchase their way around it. 300 gp is a fair amount...but that just means (someday) the haves will be able to pull away even faster from the have-nots.

No when you all get really large Agro is going to be the biggest limiting factor unless you all have massive fishing fleets. You'll all see once you start getting more and more towns and city levels. It's just the first 20 to 50 turns that NFP plays the biggest role in holding you back.
